You're somewhat gettig the wrong idea. The point is that there should be foum admins but it shouldnt be so that there can be the deleting of topics just because you dont like them. The forum admins should probably only be able to lock topics when theres nothing else to discuss. This would somewhat be a good idea because of the topic going off topic at times on some topics.
